BACPAC Home

BACPAC (the Bicycle Advisory Committee and Pedestrian Advisory Committee) is an active group helping to guide planning and implementation of bicycle and pedestrian improvements in Chemung, Schuyler, and Steuben Counties. The committee encourages membership from the bicycle, pedestrian, and trail advocates from the general public, private non-profit agencies, tourism agencies, hospitals, and municipal transportation officials.

Since its formation, BACPAC’s input has led to Chemung and Steuben Counties, and the City of Elmira placing “Share the Road” highway signs on streets and routes used by bicyclists. It has planned several downtown Elmira walking routes and is in the process of marking the routes and publicizing them.

BACPAC has set the following goals for the organization:

  • Develop a Regional Bicycle and Pedestrian network
    • Develop a plan to link existing trails and projects into a network.
    • Promote on-road bicycling routes, connect multi-use trails, and develop preferred routes for commuting to work in local cities
  • Advocate for the needs and issues of recreational bicycle riders and bicycle enthusiast. Advocate for safer bicycle riding.
  • Advocate for the separate needs, issues, and goals of pedestrians. The needs of wheelchair users, recreational\exercise walkers, downtown lunch time walkers and others are important and will be considered.
